8. Peking.
Prince Ching.On the 25th April a native newspaper announced :-
"There is a rumour that Prince Ch'un may take the place of Prince Ching on the Grand Council, the latter being much exhausted by his late illness, and fearing that the public interest may suffer."
Shantung Rebels. On the 26th April a native newspaper announced :--
"The Army Board has received a telegram from Shantung saying that the main body of the Tsao-chou rebels has been scattered, and it is hoped that within a month the rising can be reported to be at an end.”
Monthly Summary (Peking).
A native newspaper announces, under date of the 30th April:-
"Tieh Liang intends to send forty students who have completed their course at the military schools to Hupei and Kiangsu to study naval matters and foreign languages, with the object of sending them abroad next year to study naval matters. He is awaiting the replies of Chang Chih-tung and Tuan Fang to his telegrams consulting them, before making the appointments."
On the 29th April another native paper announces :----

Chang Chib-tung has telegraphed to the Wai-wu Pu and Nung Kung Shang Pu
seeking for the early promulgation of Mining Regulations; "
and further:
"The new Minister to Germany starts for his post early in June."

Peking, September 4, 1907. I HAVE the honour to report the appointment of Yuan Shih K'ai as President of the Wai-wu Pu. Both he and the Viceroy of Wuchang have been appointed members of the Council of State, and are to remain in Peking.
